Call for consultant: Baseline assessment for a DFPA project about SRHR, Gender Equality and Decent Work in the Floriculture Industry in Ethiopia.
The Danish Family Planning Association (DFPA) is looking for an experienced and qualified consultant to undertake a baseline study for our new project in the floriculture industry in Ethiopia. Ethiopia is a new programme country to DFPA, but we have approximate 4 years of experiences from working with the private sector, including companies and organisations in Kenya and Uganda.

Background
DFPA is a non-governmental organization without religious or political affiliations. We work with associations and organisations within the sphere of sexual and reproductive health and rights (SRHR) and are a member of the International Planned Parenthood Federation (IPPF).
DFPA has entered into partnerships with three Ethiopian organisations, who will be the implementing partners of the project. The three organisations are:

The core focus of the project is on SRHR, gender equality, safe and protective working environment, amplifying worker voice, strengthening freedom of association and collective bargaining and participatory decision-making in the workplace. The strategy is to work at farm level with empowerment and mobilization of the employees to claim their human and labour rights, including SRHR through well-established OHS and/or Gender committees, gender-sensitive workplace policies, social dialogue, and unionisation, where possible.
Central to the project is also constructive engagement with and commitment by employers at farm level to raise awareness about Decent work Agenda, rights to health and equality, including SRHR and gender equality.
Finally the project also aims to strengthen the capacity of health service providers to provide quality SRHR services to employees at the farms.
Purpose of Consultancy
The primary objective of the consultancy is to conduct a baseline study providing DFPA and partners with the information base against which to monitor, track progress and effectiveness of the project over the course of project implementation.
The baseline study should provide data and information against which to measure the degree and quality of change and the project’s contribution to more long-term change (impact).
The focus of the baseline will primarily be on SRHR, gender equality and Decent Work situation at farm level (20 farms have been selected). However, a smaller part of the baseline shall provide data concerning national and sub-national policies and legislation concerning SRHR, gender equality, decent work and the labour market in general, to inform on an advocacy strategy.
