Call for consultant: Thematic Review of sexuality education intervention in Uganda

The Danish Family Planning Association (DFPA) is seeking an experienced and qualified consultant to complete a thematic review of a sexuality education programme developed by DFPA and RHU. This will include assessing the quality of the programme design, and to which degree the partners have been delivering what was intended with the programme. Background

DFPA is a non-governmental organization without religious or political affiliations. We work with associations and organisations within the sphere of sexual and reproductive health and rights and are a member of International Planned Parenthood Federation. Since 2014, DFPA and Reproductive Health Uganda (RHU) have been implementing joint youth interventions in Hoima, Uganda, funded by Danida. The review will look at the period from 2014 up until the time of the review. The interventions have had the objective of strengthening young people’s sexual health and rights. One outcome has been to empower young people through quality sexuality education. DFPA is looking for a consultant to undertake a thematic review of a component under this outcome, namely a sexuality education programme developed by DFPA and RHU.

Purpose of Review

The review is meant to provide the DFPA and RHU with insights into whether the model that we have applied for internal capacity development as well as capacity development of teachers and Peer Educators has been delivered as intended, and whether it has had the intended results in terms of the quality of sexuality education provided to young people, and what might have caused or not have caused this. The learning will be used for informing future design of sexuality education programmes as well as our approach to capacity development.

Competences and qualifications of Consultant

The Consultant should have the following competences and experiences:

  • Proven review or evaluation experiences of education programmes
  • Experience in both quantitative and qualitative data collection, management and analysis
  • Professional experience with development assistance to Uganda
  • Be fluent in English
  • Knowledge of SRHR, marginalised groups and/or gender
  • Knowledge of sexuality education is considered to be an asset
